Shneer Kogan was a pivotal figure in the history of Bessarabian art, serving as a master painter, educator, and the foundational architect of professional art education in Chisinau. Born into a creative family and the elder brother of the renowned sculptor Moses Kogan, Shneer’s artistic journey began in Odessa and continued in Munich. At the Bavarian Academy of Arts, he was part of the influential circle of Russian expatriates led by Wassily Kandinsky and Alexej von Jawlensky, where he mastered various disciplines from medal making to stone carving, immersing himself in the radical aesthetic shifts of the early 20th century.

Kogan’s life was marked by a relentless drive to cultivate art within his homeland. After working in Paris at the legendary "La Ruche" (The Beehive) and a formative period in Tel Aviv—where some of his early mosaic work can still be seen today—he returned to Chisinau in 1916. There, he founded a private painting school that would evolve into the Higher School of Plastic Arts. As its director, he mentored a generation of monumental talents, including Moisei and Eugenia Gamburd, Mendel Beyrehman, and Olga Olby, effectively shaping the future of Moldovan visual culture.

A tireless organizer, Kogan was the driving force behind the Bessarabia Fine Arts Society (Societăţii de Arte Frumoase din Basarabia), established in 1917. Under his leadership, the society organized eleven major salons that brought contemporary art to the regional public. Despite his avant-garde beginnings, Kogan became a revered portraitist and etching master in Romania and Bessarabia, earning the respect of prominent intellectuals such as the writer Gal Galaction. His contributions were recognized at the highest state levels, earning him the Order of the Crown of Romania and the Grand Gold Medal.

Today, Shneer Kogan is remembered as the "teacher of teachers." While his personal oeuvre was celebrated in salons across Romania, his greatest masterpiece remains the educational lineage he established in Chisinau. His life represents a unique bridge between the revolutionary atmosphere of Munich and Paris and the spiritual and academic development of the Bessarabian school, ensuring that the legacy of the regional avant-garde would be preserved through his students and institutions.
